21.22 GOVERNANCE
22.1 To consider whether to continue the payment arrangements set up for the Volunteer Network
22.2 To consider payment of a Chairman’s allowance of £250pa to meet expenses of the office.
22.3 Adoption of a Volunteer Policy.
22.4 To consider an application from Amo La Pizza to trade in the car park at Cromwell Close on: 30th January (retrospective), 20th February, 13th March.
22.5 To consider an application from Coffee Beans of Deeping to trade in the car park at Cromwell Close on Friday 12th February and one or more dates following, dependent on demand.

21.23 VILLAGE AMENITIES AND MAINTENANCE
23.1 Burial Grounds: to receive an update on footpath works in:
a) St Andrews’ churchyard, and
b) Northborough Cemetery.
23.2 Green Space:
a) To approve in principle works as follows, cost to be confirmed:
i) Relocation of existing, and installation, of new litter bins.
ii) Groundworks and installation of donated commemoration seat on playing field.
b) To consider an increase in the CCTV coverage at the playing field and car park, following discussions with NCA and subject to further information on the implications and approval of costs.
23.3 Assets:
a) To approve in principle the refurbishment of parish council noticeboards.
b) To note revision of new Church Street defibrillator location, receiving an update from the Chair. To approve purchase of related installation materials and signage at cost of up to £250.
c) To consider the revision of expenditure on picnic table refurbishment to a maximum of £2,500 while continuing to seek best value.

21.24 FINANCE
24.1 To approve the Finance Report dated 31st January 2021.
24.2 To note confirmed amounts applicable for financial year commencing 1st April 2021:
a) Expenditure under Section 137 of up to £8.41 per elector.
b) National minimum wage of £8.91.
24.3 To approve receipts and payments according to the attached schedule.
