20.133 TO NOTE ATTENDANCE and APOLOGIES FOR ABSENCE

20.134 DECLARATIONS: To receive declarations of interest in items on the agenda and to grant any written requests for dispensations for disclosable pecuniary interests

To consider any applications received and co-opt up to two councillors

20.138 TO RECEIVE REPORTS FROM WARD COUNCILLORS or OTHER INVITED SPEAKERS

20.139 PLANNING, to consider planning applications: None received.

20.140 GOVERNANCE
140.1 Coronavirus emergency:
a) To receive a verbal update from the Clerk on changes in guidance or legislation.
b) To discuss potential ways of liaising with healthcare services to identify levels of Covid-19 cases in the parish.
c) To approve a procedure/risk assessment for necessary council activities during restrictions.
d) To approve erection of the Christmas tree as an exceptional activity.
140.2 Delegated powers: to discuss facilitation of low-level, time-sensitive expenditure between meetings.
140.3 To note recent decisions made between meetings under delegated powers:
a) Expenditure of up to £50 on Pumpkin Trail, using powers under section 137 of the Local Authorities Act 1972.
b) Expenditure of up to £300 on fencing to close off the outdoor gym equipment as required by central Government under lockdown restrictions.
140.4 Annual Accounts and Governance Return: To note the conclusion of audit and publication of notice.

20.141 VILLAGE AMENITIES AND MAINTENANCE
141.1 Burial Grounds
a) Capital works: to receive an update on footpath works in churchyard and cemetery.
b) Remedial work to headstones in cemetery: to approve a proposal for expenditure.
141.2 Green Space including playing field and verges
a) Report from Clerk on requested playing field trees inspection.
b) To consider a request from a takeaway service to operate weekly in the car park and to note permission given by the Village Hall Bookings Officer.
141.3 Footpaths and Highways

20.142 FINANCE
142.1 To approve the Finance Report dated 31st October 2020.
142.2 To approve the budget for the year 2021/22.
142.3 To agree the precept for the year 2021/22.
142.4 To approve receipts and payments according to the attached schedule and to note late payment of October salaries.

20.143 Exclusion of the Press and Public: To resolve that in accordance with section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and by reason of the confidential nature of the next item of business, the Press and Public be excluded from the Meeting

20.144 STAFF MATTERS: To note the Clerk’s recent performance appraisal and approve annual review of salary.

20.145 Re-Admittance of the Press and Public: To resolve that the confidential business having been concluded, the Press and Public be re-admitted to the Meeting
